While I understand the possible need for "flood control", I think we need to apply a bit of common sense here.
As a migration agent, I devote a bit of time offering free advice here.
With the flood control feature turned on for me, I have to wait in between answering or replying. The result is that I close the window and go back to attending to my other work.
Should this flood control be applied to new members or be selectively exempted for certain members?
I don't mind being subjected to this - I just won't post that often!
