The main thrust is to encourage migrants into Regional areas. You can see the full release here. Things are getting tighter but there are still options available - the temporary SC489 visa and its successor the SC491 will become a more common pathway to permanent residency. People who are still thinking about it should get in while they can and not wait for a better exchange rate, higher price for their house, kids to start/finish school, more money in the bank, job promotion... Don't think they'll never stop certain immigration streams or that the waiting lists will not get impossibly long, effectively making it senseless to even apply. Only 15 years ago a parent visa took a few months to a few years, now the wait is 30 years. Most parents won't even live long enough to see the outcome of their application.
