You would need to double check with Medicare / Centrelink (as it is outside of migration as such), but my understanding is that it is still the case that 489 visa holders are not entitled to receive public health benefits and would require health insurance. There are a wide range of providers that can provide the type of health cover required. I work with BUPA (note: to be up front they do provide me with commission for successful introductions), if you wished to email me I can put you in touch with someone who usually provides me with turnaround within an hour or two (AU business times). My contact details are below if you would like to do this and I can get them to email or phone you to set it up. You could also just go directly to their web site.
