Why would this be requested? This is the second request for additional information the first was for a form 1399 (declaration of service) is it usual to have additional information requested?

Hi All - My question relates to a partner visa.
Visa applicant has a 16 year old child that resides with her mother in SA (she is not included on the application) additional information has just been requested - A full medical for the child that is not part of the application, is this usual? Why would this be requested? This is the second request for additional information the first was for a form 1399 (declaration of service) is it usual to have additional information requested?
