From some reading on this forum, it seems my wife would need proof of functional english as well. Would a letter from her school and university (+ transcripts) indicating that her studies were taught in English be sufficient? I'm hoping she doesn't need to do IELTS or Peason. Thanks!! Transcripts as well as a letter explicitly stating that the course was conducted in English from relevant university will suffice in proving functional english for your wife. if you are looking to claim skills points for your wife, she may have to do ielts as far as I understand but that's another story altogether and if that is the case maybe someone else will be better suited to answer that. all the best. She only needed to get a 6 across all bands I think, which is not too hard anyway... So when I wrote the IELTS Academic (needed it for Skills assessment as well) she wrote the General. That being said, your understanding is correct regarding a letter detailing english instruction. And... it won't cost you R3500. It won't cost you a cent.
