Police and Security Training Officer

Hi all, this is a long shot. We're trying to get our brother over to Australia. He is a Police Officer in SA, now trains policeman and security personnel. Police officer is not on skills shortage list but would it possibly fall  Parole and Probation Officer or Training and Development Officer (NT's skills occupation list)?
