It is purely about demonstrating the minimum knowledge and practical skills needed to operate a boat safely on the water. It is based on a set of marine safety competencies that have been agreed nationally. The assessment of these competencies will be in two sections: theory and practical. Depending on your prior qualification or existing experience you may be exempt from all or part of the assessment.It is important to remember that only one person on board will need hold the RST. In the same way that a captain is in charge of a ship, this doesn�t mean that they must be at the wheel the whole time. It does mean they are responsible for what happens on the boat during the voyage. Who has to have one?By April 2008, every skipper of a registrable recreational vessel powered by a motor greater than 4.5kwp (6 hp) (RST vessel) will be required to hold a Recreational Skipper�s Ticket.A person aged between 14 and 16 cannot be in charge of an RST vessel unless they hold an RST. Age restrictions also apply to this age group � vessels may be operated only during daylight hours and at a maximum speed of 8 knots.If you�re between 14 and 25 you must obtain an RST before April 2007.Over 25s will have until April 2008 before they are required to hold an RST. Thanks FishermanYou will need to go to a registered course held by a licenced trainer. TAFE accredited. I went and it took 1 1/2 days on the weekend. Some theory on reading charts, boat components, items required on a vessel. Then there was a simple test and a practical where you " rescue a MOB, emergency stop, show right of way manouvres. Then when you pass you go to the transport dept and get a letter when you hand in the proof of passing. If you do boat before drivers you will get it on your drivers, but if not like most, the next licence will have it printed on it and you just keep the letter. Cost was $120 for the lessons and test and $35 for the letter. It is a once off thing for life. I went and did it for fun with some friends.
