Which means you may not settle in major cities like Sydney, Melbourne, Brisbane or Perth for 2 years. You have to go to a regional area, like Adelaide. Once you have lived and worked in Adelaide for at least two years, then you are free to relocate to any other place in Australia, if you want to.By the way, Adelaide seems like a great place, you'll probably have a better quality of life there than in the ratrace of Sydney for example. I'm in the process of having my skills assessed, but I have had 2 job offers already, it's just that the employers as small companies, and don't seem to qualify for the employee nomination scheme.
