Student Visa - Subclass 500

Question

I am a South African Australian with a sibling who is about to enroll in a Diploma in Community Services. She turns 40 in December and is considering studying either in QLD, VIC, ACT or WA.
 
In the ACT the Diploma is an 18 month course while in WA its a 12 month course to qualify.Does anyone know if the course length in WA makes a PR visa pathway prohibitive?.\
 
My sister only has about 5 months of relevant volunteer experience under her belt right now and is doing a career pivot. Her plan is to work in the community services sector while she studies in AU,  which should supplement her regional skilled migration application when she finally qualifies. The plan is to have her move to the ACT from WA once she finishes her course and to apply for employer sponsored regional migration via the ACT Government.
 
Are you able to advise us on which state she should be enrolling in if regional skilled migration is her ultimate goal?
