ACS assessment documents

Good evening,

I'm  hoping for guidance...

My daughter is 30yrs old  in Johannesburg and has been struggling for a year to acquire transcripts of her main course of study through Varsity College in Johannesburg, to apply for 491 Visa.  As a solution, she did declarations through an attorney and submitted with all other supporting certificates to prove the PASS achieved and course completion.  However, she received a negative outcome stating " insufficient documentation.

Could anyone point us to next steps we could try, if any. I am an Australian citizen (If that helps).

As a generalisation, as I do not know your daughters full circumstances, the ACS need to see a certain level of documentation in respect of qualifications where they are being used as part of the assessment and this would include the academic transcripts to determine the units within the course taken/passed. 

If not using, or unable to use, qualifications then there is a 'Recognition of Prior Learning' option as an alternative?

We'll look into that.  Do you think an agent would be better suited to manage the 'appeal/review' process at this stage?
