Do we even have local councils in Canberra? I know we have community councils, but I don't think that's what DIAC are looking for. The exact question is: "What is the name of your local council?" Not sure where you are now living - remember you mentioned you moved out of town to Gunghalin somewhere - but search "Legislative Assembly Electorate ACT" you can pick from there.Hope this helps.
