When applying for the Visa Subclass 190 one has to select the specific State you wish to receive an invitation from. I am a quantity surveyor hence need to select a state where infrastructure and construction projects are plentiful. How do I decide between NSW, VIC, WA and QLD?! Where would a South African who is used to the Cape Town and Western Cape landscape and lifestyle adapt the best?

It might be worth getting some advice from an immigration specialist on which state's program has the biggest chance of success for you.

I've read a couple of times that their intake numbers and priority don't really line up with job availability etc.

Brisbane is similar to Cape Town, people are generally laid back. Just prepare yourself for the unrelenting heat and humidity. I'm from Cape Town and I generally don't venture too far from aircon nowadays.

You will need to match your preference with which state you would prefer to be sponsored by - with which states are interested in sponsoring your occupation and whether you can meet any additional criteria that they may have.

What you need to do is to look at the states you are interested in and see if they are interested in sponsoring people with your occupation.  If you are looking solely at the 190 (and not the 491) then of the 4 you mention above NSW might be a good starting point - to see if you can meet their additional requirements.  Note that the states change the occupations that they will consider nominating over time and with the 491 introduced last month there have been, some states may be closed at the moment.
