Do your self a favour and go to the ABS website mentioned in the article. There you select your state for a comparison against the wider Australia.

Then decide again. eg WA are slightly worse off!!!

I don't agree, basically the article is saying rates are decreasing. Looking at WA this is the case.

 

Although overall rates in WA are higher than the Aus average, they have still decreased.
