I came across it, and thought it might be a means by which people who don't have the points to meet other visas could get to Aus. It looks like an employer would need to sponsor the individual. These agreements run within the 482/TSS Employer Nominated visa options. Where there is a need and where what an Employers needs does not fit within the normal skills in demand or where a concession is required - in some cases they can come to an agreement with the state/government. The Northern Territory has had a DAMA in place for some time - there are a variety of occupation including for example tour guides, bus drivers, aged care workers... The news article is a response to a meeting in which several other areas are now taking an interest in this option, plus the potential for widening the scope.
