Visa 190 waiting period (With job offer)

Has anyone immigrated on a Visa 190 with a Job Offer from an employer in Australia? If so, how long did you wait for approval from the state to apply for a Visa?

I do meet DIBP requirements and VIC requirements for ICT BA 261111. I have 60 points on my EOI + 5 SS. I do have a job offer for a BA position in Melbourne from my current employer and I did apply directly on the LiveInVictoria website.

 

I know they say there is a 12 week period that you have to wait but was hoping someone can advice if it will be a lot shorter due to the offer I have.
