Alida
Let me guess: the price of hay bales will shortly show a sharp increase due to customer demand ... Oh yes, and you will have to pay a huge amount for a yearly license to keep you donkey/ horse on the road, you will have to pay carbon taxes and additional municipal taxes because you're doing your part in work provision for all those who will have to pick up after the donkeys / horses and they have to be payed.Your horse / donkey will have to go for frequent checkups by government approved vets to assure that it is roadworthy.Speed ticket limits will tighten down to 50 km/h, the speed a horse can manage for a short while.Speed limits will go down to 50 km/h on the N1, 30 km/h in town. You will have to buy government approved prefab stables and pay taxes for the service, as well as the manure removal service.Your tack will have to be checked by government approved experts on regular basis, and you'll have to pay for them as well.Your cart/buggy will have to be licensed, checked, etc, all your cost, of course.I don't know how you do a roadworthy test on a donkey ... ?O yes, and when your donkey / horse is old, sell it to the food industry ... at a minimal price and the meat will be tender due to all the hard work ... it's a win-win situation ! jm01
You will need a special license for horses weighing between 30-40kg,40-60 kg and a heavy duty license for anything above.you will need a code 14 if you want to pull a trailer, and the license fee will depend on the amount of horse power you have and the emissions (crap) your animals will cause.Dont worry, they will tax you were they can!

Brad76
Sales for poop scoops are going to sky rocket as well. On the bright side donkey pooh pooh is 100% biodegradable as opposed to the oil deposited by 80% of the vehicles on the road! Don't think corruption will ease. If your donkey dumps on the road and you don't scoop it, pay the metro cop 50 bucks and he'll zap the guy behind you!

Brad76
and don't forget about E(questrian)-tolling.. The taxi industry will not be so easily duped. They'll switch to teams of dogs or something similar can't toll them if it's the wrong species towing the cart!
